Public Policy and Challenges in Jakarta Urban Planning

Abstract

This study analyzes the effectiveness of urban area planning and development in Jakarta, a rapidly evolving megacity facing significant socio-economic and environmental challenges. Employing a mixed-methods approach, the research integrates qualitative insights from in-depth interviews with key Pentahelix stakeholders (government, academia, business/private sector, community, and media) and quantitative data from a comprehensive survey of 400 respondents. Five key variables are examined: spatial planning regulation effectiveness, urban infrastructure quality, housing program inclusivity, environmental management, and public participation. Quantitative findings reveal a high degree of consensus among respondents (70-85%) regarding the urgency of policy improvements across these variables. However, both quantitative and qualitative data expose significant implementation gaps, bureaucratic hurdles, and coordination issues that hinder effective urban development. The study highlights public dissatisfaction with infrastructure and environmental management, coupled with limited genuine public participation. Insights from Pentahelix stakeholders corroborate these challenges, emphasizing the need for robust inter-sectoral collaboration and consistent policy enforcement. This article provides a holistic understanding of the successes and challenges in Jakarta's urban planning, offering significant contributions to the literature on sustainable urban development in developing megacities. Practical recommendations for policymakers and practitioners are provided to foster more equitable and sustainable urban growth.
